The SMART financial tool is designed to assist water systems with assessing their overall financial health. Once the water system has logged in, administrative contact information will be pulled from our drinking water database (SDWIS) and loaded into the contacts page. Each screen in the tool prompts you to enter information on:

• Revenues
• Expenses
• Assets
• Liabilities
• Debt
• Reserves

A screen labeled “Additional Information” asks Yes/No financial questions. Once information is entered, the final screen has a set of dials which move to reflect the “Financial Health” of the water system.

This application has the potential to be used in three ways:

• Satisfy the financial capacity checklist questions in the sanitary survey
• Demonstration of TFM requirement of revenue sufficiency
• Assist with SRF Loan Underwriting
